I have never been much interested in the Vocaloid series.
I thought it was a animated related game, but reading a bit
about it seems more like interactive music software.

Does anyone have any experience or knowledge about it.
Tokyo Central to Shirow One, we have you at T-minus 4 mins and counting.

Vocaloid is a vocal synthesis software originally created by Yamaha. Vocaloid2 is a next generation developed by Crypton Future Media and includes:

Hatsune Miku (Saki Fujita)
Rin and Len Kagamine (Asami Shimoda - Has dual voice banks one female and one male voice)
Megurine Luka (Asakawa Yuu - Japanese/English)
Miku Append (basically a repackaged Miku with different tone settings)

The artist Kei designed the original character images.

Is this something anyone can use, or does it require special skills?

No special skills although editing the voice to sound 'right' can be time consuming.

For those (Miku, Rin and Len, Luka, Miku Append) you need to be able to read Japanese.

Although there are different English language/voice models available though such as "Sweet Ann".
